TOWN OF HENNESSEY

BOARD OF TRUSTEES     REGULAR MEETING

MAY 11, 2023

            The Board of Trustees of the Town of Hennessey met in regular session at 6:00 p.m. on May 11, 2023. The meeting was held in the Council Room of the Town Hall Complex located at 123 S. Main, Hennessey, Kingfisher County, Oklahoma.

Mayor Clif Vogt called the meeting to order at 6:00 p.m. Trustees David Jones, Harold Shaw, Bert Gritz, and Randy Bohnstedt answered roll call. Others at the council table were Town Treasurer Shelley Burch, Kelley Vaverka, Town Clerk and Interim Town Administrator David Treanor. Also attending the meeting was Jack Quirk, Barb Walter, Daniel Wymore, Logan Macy, Denise Meloy, Jennifer Firgard, and Frank Patton.

No report

Motion by Shaw, seconded by Jones to appoint Vogt to the board.

APPROVAL OF CONSENT AGENDA

            Tabled due to computers being down 

NOMINATE AND ELECT NEW VICE-MAYOR

            Motion by Jones, seconded by Shaw to elect Harold Shaw new Vice-Mayor. Motion carried   3 YES

CERTIFICATE PRESENTED TO NEWLY ELECTED OFFICIALS

Kelley Vaverka, Town Clerk presented new board member certificates to Randy Bohnstedt, Clif Vogt, and Bert Gritz.

OTHER SCHEDULED BUSINESS:

DISCUSSION WITH POSSIBLE ACTION TO APPROVE PAYMENT OF KRAPFF REYNOLDS PAYMENT #2 USING CDBG FUNDS IN THE AMOUNT OF $43,315.25 FOR CDBG GRANT #18523-21.

Motion by Vogt, seconded by Shaw to approve the payment #2 to Krapff Reynolds using CDBG funds in the amount of $43,315.25 for CDBG Grant #18523-21. Motion carried 5 YES

DISCUSSION WITH POSSIBLE ACTION TO HAVE LIFEGUARDS PAY A PERCENTAGE OF THE SWIM LESSON FEES THEY CHARGE TO THE TOWN FOR USE OF THE POOL.

This item is tabled to allow the board to check with the town attorney

DISCUSSION WITH POSSIBLE ACTION TO CHANGE THE FAMILY SWIM PASS STIPULATIONS TO ALLOW FOR USE BY A NON-HOUSEHOLD MEMBER. 

Motion by Shaw, seconded by Bohnstedt to allow 5 people including non-household members on the family season pass to the aquatic center. Extra members will be charged $25 each. Motion carried 5 YES

DISCUSSION WITH POSSIBLE ACTION TO REVIEW THE INITIAL SWIMMING POOL/AQUATIC CENTER SEASON SET UP COSTS INCLUDING CONCESSION STAND.

Tabled until computer systems are back up.

DISCUSSION WITH POSSIBLE ACTION TO REVIEW AND APPROVE MONTHLY TREASURER’S REPORT ON AQUATIC CENTER FINANCIAL DATA THROUGHOUT THE ENTIRE SEASON.

DISCUSSION WITH POSSIBLE ACTION TO APPROVE RECOMMENDATIONS FOR THE LIBRARY BOARD TERMS.                              

Motion by Vogt, seconded by Shaw to accept the Library Board member terms as presented to the board. Motion carried 5 YES

DISCUSSION ON THE DRAINAGE ISSUE LOCATED AT 3RD AND MITCHELL.

Jennifer Firgard with NODA will meet with the board members at the site to review the situation and come up with a solution. The results will be presented at a special meeting later this month.  

DISCUSSION WITH POSSIBLE ACTION TO APPROVE FOOD TRUCK ORDINANCE.

Tabled until we receive the ordinance from the attorney

DISCUSSION WITH POSSIBLE ACTION TO APPROVE QUOTE FROM DANIEL CONSTRUCTION FOR FLOORING THE CEMETERY RESTROOMS.

DISCUSSION WITH POSSIBLE ACTION TO APPROVE THE QUOTE FROM DOBBS CONSTRUCTION FOR THE COMPLETE BUILD OF THE CEMETERY RESTROOMS.

CITIZENS COMMENTS

Logan Macy commented that the Lifeguards have already booked their swimming lesson students for the summer and feel that it would be too late to assess a 10% fee to go to the town. 

David Jones recommended that a laptop be purchased for the town clerk to use for duties required without having to wait on one to be available in the office to use.

David Jones asked if the computers in the office were linked at all so that files can be accessed from different locations. David Treanor said that is one drive that is shared by the whole office.

HENNESSEY UTILITIES AUTHORITY

BOARD OF TRUSTEES     REGULAR MEETING

May 11, 2023

            The Board of Trustees of the Hennessey Utilities Authority met May 11, 2023.  The meeting was held in the Town Hall Complex located at 123 S. Main, Kingfisher County, Hennessey, Oklahoma.

            Chairman Clif Vogt called the meeting to order at 7:29 p.m. with members David Jones, Randy Bohnstedt Harold Shaw, and Bert Gritz answering roll call.  Others present at the council table were Shelley Burch, Town Treasurer, Kelley Vaverka, Town Clerk., and David Treanor, Interim Town Administrator.

Also attending the meeting was Jack Quirk, Barb Walter, Daniel Wymore, Logan Macy,and Denise Meloy.

CONSIDER APPROVAL OF CONSENT AGENDA

OTHER SCHEDULED BUSINESS

DISCUSSION WITH POSSIBLE ACTION TO REVIEW BIDS FOR REAP GRANT #KF23-2 WATERLINE PROJECT AND AWARD PROJECT TO APPARENT LOW BIDDER.

Motion by Shaw, seconded by Vogt to accept the bid and award project to Marsau Enterprises for the REAP Grant #KF23-2 Waterline Project.

CITIZENS COMMENTS

Barb Walters commented that school board has put their drainage project on hold due to town waterlines running in the same area.
