TOWN OF HENNESSEY

BOARD OF TRUSTEES     REGULAR MEETING MINUTES

APRIL 11, 2024

            The Board of Trustees of the Town of Hennessey met in regular session at 6:00 p.m. on April 11, 2024. The meeting was held in the Council Room of the Town Hall Complex located at 123 S. Main, Hennessey, Kingfisher County, Oklahoma.

Mayor Clif Vogt called the meeting to order at 6:00 p.m. Trustees David Jones, Harold Shaw, and Randy Bohnstedt answered roll call. Bert Gritz was absent. Others at the council table were Town Clerk, Kelley Vaverka, Town Treasurer, Shelley Burch, and Town Administrator, Tiffany Tillman. Also attending the meeting was Jack Quirk and Barb Walter.  

REPORT FROM HENNESSEY AD HOC AGENCIES

Jack Quirk reported that the town sound system is still under repair. More parts have been ordered and should be repaired tomorrow. The insurance for the car show activities is still up in the air. 

 

APPROVAL OF CONSENT AGENDA WHICH INCLUDES THE MINUTES OF THE PREVIOUS MEETING, CLAIMS TO BE PAID, AND THE DEPARTMENT REPORTS (Police, Water, Fire, Library, Treasurer, Town Hall,

Motion by Bohnstedt, seconded by Vogt to approve the consent agenda.  Motion carried   3 YES

TOWN ADMINISTRATOR REPORT

Presented to the Board by Administrator Tiffany Tillman. She also reported that the storm sirens will be tested tomorrow.

OTHER SCHEDULED BUSINESS:

PLANNING BOARD AND BOARD OF ADJUSTMENT MEMBER SEARCH.    

Discussion concerning the need for members was made. 

INITIAL DRAFT OF THE 2024-2025 TOWN OF HENNESSEY BUDGET.    

Tiffany handed out a copy for review

APPROVAL OF CONTRACT FOR TOWN ATTORNEY, JARED HARRISON. 

Motin by Shaw, seconded by Bonstedt to approve the contract. Motion carried 4 YES

GIVING AN INCENTIVE PAY TO EMPLOYEES WHO OBTAIN ADDITIONAL CERTIFICATIONS RELATED TO THEIR JOBS.

Tabled until a later date

SCHEDULING A WORK SESSION TO GO THROUGH THE DRAFT OF THE TOWN CODE.   

Work session will take place April 18th at 5p.m.

DIRECTING THE TOWN ADMINISTRATOR TO GET AN UPDATED ENGINEERS ESTIMATE/PLAN FOR THE MUNICIPAL ROADS DRILLING ACTIVITIES FUND GRANT TO FIX SOUTH MITCHELL RD AND CEMETERY ROAD. 

Motion by Vogt, seconded by Bohnstedt. Motion carried 4 YES

DESIGNATE TOWN ADMINISTRATOR, TIFFANY TILLMAN, AS THE AUTHORIZED AGENT AND PAYROLL CLERK, HANNAH LARSON, AS THE AUTHORIZED SIGNER FOR THE OKLAHOMA MUNICIPAL RETIREMENT FUND PLAN

Motion by Bohnstedt, seconded by Vogt. Motion carried 4 YES

NEW BUSINESS – Barb asked Harold Shaw to give a report on Hennessey United. Wine Festival will be Oct 5th. He also 

asked about getting bathrooms put in at Memorial Park.

COUNCIL PERSONS REPORT

Shaw-None

Jones-Addressed the public about why he votes no on the consent agenda. He still wants the information early enough to be able to go over it before the meeting. He also questioned Tiffany about the records clerk. He also asked about the new water meters completion date and it was reported that they should be completed by May 1.

Bohnstedt-None

Gritz-None

            The Board of Trustees of the Hennessey Utilities Authority met in regular session at 6:00 p.m. on April 11, 2024. The meeting was held in the Council Room of the Town Hall Complex located at 123 S. Main, Hennessey, Kingfisher County, Oklahoma.

INCREASE OF UTILITY RATES TO MATCH THE INFLATION RATE OVER THE LAST COUPLE OF YEARS.                                                                                                                                       

It was reported by Tiffany that the water rates have not been increased since 2022. Inflation has increased over 13% in the last two years. Item was tabled for discussion later.
